Job Description


IFAD is an International Financial Institution and a Specialized Agency of the United Nations whose mission is to enable poor rural people to overcome poverty. IFAD’s headquarters is in Rome, Italy, and its staff work with poor rural people, their governments, communities and organizations in more than 80 countries to develop and finance programmes and projects aimed at increasing rural productivity and incomes.
Division Context
Information and Communications Technology Division is responsible for providing information technology solutions and services to support the operations of the Fund.
Duties and Responsibilities
Under the supervision of the Application Services Administrator, ICT, the incumbent is primarily responsible for implementing and managing multi-platform database engines, data warehouses and multi-tier application middleware. Responsibilities include the installation, management and technical support of IFAD’s application infrastructure components, including web, application and report servers.
The incumbent will:
• Install, test, maintain, upgrade and administer IFAD’s database management systems, applying patches and ensuring database availability and performance through proactive monitoring, tuning and problem resolution.
• Develop database documentation, including data standards, procedures, and definitions for the data dictionary (metadata); maintain a detailed inventory of all corporate databases including descriptions, storage usage, location, database engine and other relevant information.
• Ensure that procedures for data storage, archival, back-up and restore are effectively in place and usable when required; implement the necessary procedures to ensure the integrity and security of IFAD’s databases.
• Support the middleware platforms that underpin ERP and other in-house developed enterprise applications running on multi-tier configurations; proactively monitor middleware systems, optimizing application performance and keeping availability within target service levels.
• Provide technical support for the design and implementation of data warehouses; provide technical advice and support to the Application Development Team regarding database and data warehouse matters.
• Perform other related duties as required.
Education and Experience
Education:
• University degree in Computer Science, Mathematics, Engineering or related field

Knowledge/Experience:
• Minimum of five years of professional experience in managing, implementing and administering database engines in a medium-large corporate environment
• Proven experience in implementing and supporting Oracle Database Management Systems essential
• Experience with Oracle Business Intelligence essential
• Command of Windows and Linux Operating Systems essential
• Experience with Microsoft SQL Server or Sybase ASE desirable
• Solid understanding of middleware components including BEA Web Logic, BEA Tuxedo, Apache and Tomcat desirable
• Working knowledge of PeopleSoft Internet Architecture desirable
• Working knowledge of IBM Tivoli Storage Management desirable

• Ability to handle confidential information with discretion
Communication
• Excellent written and verbal communication skills in English; Ability to write clear and concise documentation at any level of detail required; Working knowledge of another IFAD official language (Arabic, French or Spanish) an asset.
Other Information
